They never existed in the first place. Both Assassin henchmen are used in the defense in Raisu Palace, or you took one (or both) to reduce your time in the mission.

Yes, he's in Raisu palace. He stops the acid traps leading up to the rit boss.

And Emi is just a secondary character.

Plus I bet Anet figured there would be so many Naruto wannabes in that mission you could get a real one

That's the location where you start thinking of inviting assassins to your pugs, but you really can't because you left them behind way back at Kaineng missions and they are still looking for parties to join there.
